++ Includes STAGE I of Y2K Handling for PowerBBS!!! ++

- Major enhancements here include most Y2K compatibility issues.
- All date values enhanced to allow for four-digit years.
- Year values taken from the PowerBBS Data Structure that are
  greater than 10 are assumed to be dates in 19##. Year values
  less than 11 are assumed to be dates from 20##.
- Data Exports will now show 4-digit years based on the above rule.
- AutoUpgrades now correctly handle upgrades into the Year 2000 and
  beyond.
- User Expiration Dates beyond December 31, 1999 will be tracked
  internally by PowerBBS as Expiring on 12-31-99.  PowrUSER PRO
  will track the true Expiration Dates and restore them after Y2K
  has safely come and gone.
- Other additions, checks and backups put in place for more
  Y2K Handling for PowerBBS to be expanded in PowrUSER PRO v3.1
- Fixed a problem that some users reported when trying to use 
  the default "All User Info" Export.
- Fixed a problem on some International systems where a New User
  would be recorded with a First Logon in the mysterious year
  "19" :-)
- Fixed "Invalid Parameter Error" that some International 
  Sysops received when using Date sort on Uploads tab.
- Now adds up to 3 Custom Tabs if more Custom Fields are
  defined than can fit on one tab.
- Possible prob fixed with "File Not Found" being reported at
  start up.
- Fixed prob with setting Handles for New Users. The Handle
  would take, but the User would still be asked for their Handle
  at first PA Logon and then told that Handle was already in 
  use!
- Fixed prob w/ changing a User Handle correctly.
- Fixed a problem where Custom Fields of Text Format, would
  now allow information longer than 7 characters to be input!
